Abstract

Twenty-six "free citizens of the State of Delaware" ask that an 1811 "Act respecting free Negroes and free Mulattoes" be repealed. Finding said Act "incompatable with the Spirit of our free Constitution," the petitioners believe that said law consigns free people of color to "cruel servitude under hard, avaricious task masters; whose tenderest feelings towards them are but cruelty" and that it permits those "active in entraping the Coloured part of our free Citizens" to "carry on a legalised traffick in human beings." They therefore pray that the Legislature "may be pleased to repeal this Act."
