Abstract

Michael Bruner, jailer of Adams County, complains about the cost of maintaining prisoners. The state law concerning runaway slaves, for example, required that absentee slaves be reported as lost by their masters or overseers. When absconders were taken up but not so reported, the master was not responsible for paying jail fees. Consequently, some slave owners knowingly left their slaves in jail for months at the county's expense. He asks for relief.
