Abstract

In response to an act passed by the Delaware House of Representatives "declaring all negroes born in this State after the Year 1850 to be free," forty-one petitioners advise the legislature to "abstain for the present at least from any Legislative enactments on the subject." The petitioners believe that, instead of being "advantageous to that class of people," said law would "induce many avaricious persons so to sell and dispose of them as to forever exclude all chance of their freedom."
