Charles Browning, a man of color, states that he "is unjustly held and Detained as a slave" by Nathaniel Glenn of Maryland and Ebenezer Turner of Delaware. Apprehending that "he is Justly entitled to his freedom," Browning asks that the defendants be summoned "to shew cause why they hold your Petitioner as a Slave."
