Robert Palmatary of Kent County, Delaware, contracted with a Maryland slave owner to purchase twenty-two-year-old James Thompson, "a slave for life." He states that it is his wish "to bring the said slave into this state immediately, and it [is] his intention to manumit him to be free at the expiration of six years." Palmatary therefore prays that an act be passed "granting him permission to import the said slave upon his executing such manumission as aforesaid."
