Jacob, "a dutiful and faithful slave, & invariably obedient to the Commands of his much lamented Master, Mr. John Holt, late of Sussex County," represents that "for his long and meritorious Services his aforesaid Master, by his last will & Testament, bequeathed to your Petitioner his freedom, if the Honorable Legislature would, by a law, sanction it." The petitioner therefore prays "that a law may pass carrying into effect, the benevolent Request aforesd."
