Joseph Hunter represents that "he desires to free a boy of color by the name of Bill & as the Legislature of 1854-5 passed an act compelling all persons who desire to free their blacks to send them to Africa he would ask your Honorable body to pass a special act allowing him to free said boy & remain in this Country." Hunter states that Bill "does not want to leave this Country" as "his relations are all here," including a wife.
