William King, Annis King, and Matthew Brandon, heirs of the late Mary Haggins, seek the emancipation of a slave named Sam in accordance with Haggins's last will and testament. Citing that "said Boy Sam was a faithful and obedient Servant to the said Mary Haggins," they believe that "her will in this respect should be complied with." They therefore pray "your Honl Body to pass a Bill emancipating said Negro Boy Sam."
