Matthew Edwards represents that "he hath a Mulatto man Slave" named Peter, whom "he has Suffered for Several years past to live to himself" with his wife and children. The petitioner therefore prays that "your Honourable body will pass an act to Emancipate said Mulatto with all the Privileges of any other person of mixed blood by the name of Peter Edwards."
