Petition #11000017

Abstract

John Baptiste Nicaisse purchased his two-year-old daughter, Izabella, in 1806 at the Bay of St. Louis, which was then under Spanish rule. The bill of sale stipulated that Nicaisse should legally emancipate the child "before the command't at mobile." Before Nicaisse could do so, however, the area became part of the United States. He now seeks to free her through the Mississippi legislature.
