John Faison asks to export and sell term slave Ann Lockwood, who has caused him "much trouble and expense" by frequently running away "without cause." She also committed a number of thefts; even while in jail, Faison said, "she attempted to steal from the family of the sheriff." Believing Lockwood to be "incorrigible," Faison feels "that he is compelled to apply for a permit to sell her out of the State to avoid the payment of further costs on her account, or to manumit her and to turn her adrift on Society to commit her depredations on the public at the public cost."
