William Frazer seeks to transport his twelve-year-old term slave Rebecca and his ten-year-old term slave Isaac Simmons to Pennsylvania. Frazer informs the court that, "by virtue of certain deeds of manumission duly executed" by Eleazer David, the said slaves will be free when they each attain twenty-age years of age. Frazer asks to be granted a license to remove the said slaves from Delaware so they may serve their respective terms of servitude in Pennsylvania.
