William Cooch states that he inherited "a certain negro Boy, named Levi aged between Seventeen and Eighteen, to Serve your petitioner twelve years" from the estate of Theodore Thomas in Cecil County, Maryland. He therefore prays that a law be passed "as will enable your Petitioner to bring the aforesaid Levi into the State of Delaware."
