Abstract

Thomas Hill, the nephew of the late Abraham McNeal, asks that a slave named Humphrey, previously owned by McNeal, be freed. Hill explains that it was McNeal's intention to free Humphrey, a man of "moral and virtuous conduct", of "unceasing care" for his owner, and with great "attention toward business"; however McNeal died before he could put his intentions into effect. Hill therefore purchased Humphrey from his uncle's estate for the purpose of setting him free. He asks the legislature authorizing Humphrey, after he has been set free, to remain "within the Circle of the relatives of his deceased master."

Result: Rejected.
