One hundred forty-nine petitioners complain about "the practice, of Negro Slaves free Negroes, & Mulattoes, raising and carrying dogs." This is done to the great injury and detriment to sheep raisers. A law should be passed prohibiting slaves from taking dogs off of their owner's plantation and forbidding free black families from owning more than one dog.
