Joseph Chamberlain, "the owner of a certain negro girl, named Amelia, about six years old, who is now in Cecil county in the state of Maryland," is "desirous of bringing her into this state, as a house servant, & not for sale." He therefore prays that an act may be passed "authorising him to bring the said negro Amelia into this state, & to hold her as a slave."
