Abstract
Walter Pool, acting constable for Fairfield District, seeks compensation for four men who guarded "a certain negroe man" convicted of murder. Pool asserts that said men "performed the duties of guard for the Space of twelve days." Noting "that there is no law by which provision is made to compensate services of such a discription," the petitioner "thinks [it] proper to make this application to your honorable body."
