Abstract

David Ramsay, both as president of the Santee Canal Company and for the company's directors, asks that the slaves "now working on the Santee Canal" be exempt "from performing & being made liable to perform any of the road duty in this State." Ramsay acknowledges that the said slaves presently "employed” on the Canal service are "engaged in a Service extremely beneficial to this Country and are liable to be called upon by the Commissioners of the high Roads in the parish to work on the Roads which will retard the accomplishment" of the canal work.
