Description: Flora V. Taylor, attired in U.S. Coast Guard dress blues with cap, receiving a pin from a male service member, presumably an officer, also attired in dress blues with four service stripes on his left sleeve. The pin appears to be a red ribbon, possibly with a white stripe. A podium in the background bears "U.S. Coast Guard Training Center Cape May".
