Description: Brigadier General George Walls presents Major M.V. "Ginger" Jacocks with the Joint Service Commendation Medal, at Guantanamo Bay, Cuba, in March of 1992. Jacocks had served as the Director of Intelligence at the base, beginning in November of 1991. Both wear Battle Dress Uniforms in M81 Woodland camouflage.
