The official ARC caption for the photo reads, "American servicemen are always suckers for babies! Seaman 1st class Robert Spiegl, 5712 North Western ave., Chicago, Ill., gives a cookie to a Japanese child outside the first Red Cross club and canteen to be opened in Japan."
