Biographical/Historical note:
Shortly after the Brown v. Board of Education decision in 1954, a North Carolina Governor's Special Advisory Committee on Education as created. North Carolina House Speaker Thomas J. Pearsall chaired the committee, which soon became known as the Pearsall Committee. On April 5, 1956 it presented the Pearsall Plan, allowing parents who opposed desegregation to request reassignment of their children to another public school or receive private school tuition grants from state funds.
