Federal Government Resources

The Administration for Children and Families (ACF)
The agency responsible for Federal programs that promote the economic and social well-being of families, children, individuals, and communities. Includes a Grants and Contracts site, and a Research and Publications site, with links to statistics on general ACF programs, adoption, child abuse, child welfare, and many other topics. The ACF is also responsible for the Office of Family Assistance.
 
Head Start
- the ACF agency responsible for Head Start and Early Head Start programs, which serve children from low income families, from birth to age 5, and including pregnant women, and their families. Includes a Grants and Funding site, Research and Statistics, and online Publications and Information Resources, among other useful information.
 
The Office of Child Support Enforcement of the ACF
Agency responsible for the enforcement of the various federal child support law, including the Child Support Performance and Incentive Act of 1998. With links to the appropriate State and Local child support enforcement agencies, and explanations of getting and maintaining child support through court orders. The identifies and electronically indexes federal, state, and local resource materials in order to facilitate public access and child support enforcement.
 
The National Child Care Information Center (NCCIC)
A program of the ACF Child Care Bureau, is dedicated to enhancing the quality, affordability, and availability of child care for all families.
 
Children and Youth and Family Formation
Two of a number of Human Services Policy sites, from the department of Health and Human Services (HHS). Online publications and resources on such topics as early childhood, child welfare, child support, fatherhood, and teen parents are provided.
 
State Children's Health Insurance Program (SCHIP) of the Centers for Medicare & Medicaid services (CMS).
Program benefits became available October 1, 1997, and will provide $24 billion in federal matching funds over 5 years to help states expand health care National Electronic Child Support Resource System coverage to as many as 5 million of the nation's uninsured children. DHHS provides a slightly different approach to this program via Insure Kids Now!, along with links to individual State Programs. The American Academy of Pediatrics also provides a useful "SCHIP" information site.
 
The Centers for Disease Control
Maintains sites on Child Development, Infant and Child Health, Child Passenger Safety, Youth Violence, Adolescence and Teens,
 

North Carolina State Resources

The Division of Child Development of the North Carolina Department of Health and Human Services (DHHS)>
Oversees all aspects of child care services in North Carolina, regulates child care facilities and responds to reports of illegal child care operations and allegations of abuse or neglect in child care facilities. Includes the state Subsidized Child Care assistance prorgam, and administers the North Carolina Early Childhood Teacher and Administration Credentials program, available through the Community College system, and the North Carolina Institute for Early Childhood Professional Development.
 
Smart Start
The North Carolina early childhood initiative program designed to ensure that young children enter school healthy and ready to succeed. Includes addresses and links to County and Local Partnership agencies. Part of the North Carolina Partnership for Children (NCPC) initiative. Funding is partly state and partly private, with a list of Donors. Also includes free, online Smart Start Publications.
 
Teacher Education and Compensation Helps (TEACH)
Provides educational scholarships for teachers, directors and family child care providers statewide.
 
The Children and Youth Branch of Women's and Children's Health
A Public Health Division agency which works to assure, promote and protect the health and development of families, with emphasis on women, infants, children and youth. Includes a useful Links site by category.
 
Children's Services and Child Support Enforcement
These are DHHS, Division of Social Services (DSS) agencies.
 
Child and Family Services
Part of the North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services, is responsible for implementing the "Child Mental Health Plan" statewide, and helping to develop and monitor non-residential and residential child mental health services in local communities, children's units in the four psychiatric hospitals, and in the three residential centers. These services are for children, ages birth to 18, who have or are at-risk for emotional disturbance and their families.

KidsHealth
A Nemours Foundation site which provides doctor-approved health information about children from before birth through adolescence. Information specifically targeted for Parents, Kids/Children, and Teens.
 
All Family Resources
A broadly based resource guide of information and services for all families, including such topics as aging, child care, family law, and teens.
 
TheFamily.com
Another very broadly based family topic site dedicated to strengthening families around the world.
 
Family Corner Magazine
Use the Site Map/Directory to access all manner of family related topics.
 
FamilyDoctor.org
A highly comprehensive health topics site maintained by physicians and patient education professionals at the American Academy of Family Physicians. Huge number of informative pamphlets available through their Health Topics site.
Alliance for Children and Families
An international membership association representing more than 350 private, nonprofit child- and family-serving organizations. Does require membership for full access to services and information.
 
Federation of Families for Children's Mental Health
Anational advocacy organization for families of children and youth with mental health needs. Considerable free, online resources and publications sections.
 
Coalition for Asian American Children and Families (CACF)
Founded in 1986 by concerned health and human service providers to address the changing health and human service needs of the Asian American community. Includes a useful Publications section.
 
AIDS Alliance for Children, Youth & Families
The only national organization focused solely on the needs of children, youth, and families living with, affected by, or at risk for HIV and AIDS. Includes an excellent online Publications site.
